A five-story, 192-unit affordable housing complex at Rockridge Geotechnical’s site at 430 Broadway in Oakland was approved in record time because of Oakland’s new local streamlining tool, S-13. This tool allows 100% affordable projects to bypass environmental and discretionary review, instead prioritizing hastier construction of affordable units. 430 Broadway is part of a multi-phase project that hopes to transform a portion of Jack London Square with hundreds of affordable units surrounding a central plaza with a playground and public art.
