Plans for a 40-story residential development are moving forward at Rockridge Geotechnical’s site at 1431 Franklin Street in Oakland. This project would be constructed on an existing parking lot, creating 381 apartments. Other amenities include 8,100 square feet of public open space and on-site parking.
